Chocolate Cupcakes

1 ½ cups flour
½ cup granulated sugar
¼ cup cocoa powder
1 tsp baking soda
½ tsp salt
⅓ cup vegetable oil
1 Tbsp white vinegar
1 tsp vanilla extract
1 cup ice cold water
½ cup mini chocolate chips (optional)
Preheat oven to 350° and prepare 12-cup muffin tin with paper liners.
In a large bowl, combine the flour, sugar, cocoa, baking soda, and salt. Stir in oil, vinegar, and vanilla until dry ingredients are thoroughly moistened.
Pour in water and beat until smooth. Stir in chocolate chips and portion batter equally into the 12 cupcake liners.
Bake 15-20 minutes, or until a toothpick inserted in center comes out clean. Remove cupcakes from pan and cool completely on wire rack before frosting.
